According to Ashura News, quoted by Tasnim, Mohammad Baqer Qalibaf stated in a meeting of a group of philanthropists of the country that "we are in a position where Anfal and the people's money are in our hands, which we must manage in a way that we can be accountable to God in the next world," adding: "But you are in a situation where, based on the grace of God Almighty, you give away your property so that the country's work can progress. The process of resolving issues has come to a standstill because the people's hands were cut off from running the country's affairs in various ways.

He added: "During the Sacred Defense era, it was the people who ran the war, and our successes in the war are the result of the people's presence and selflessness, while as time passed, instead of organizing the people's presence in running the country, obstacles were built in their way; unaware that we will not achieve results without the people's presence; we must know that the crystallization of divine satisfaction is in the satisfaction of the people.

He continued: "If we do not consider the role of the people in every work or plan that is defined, there will be no results. Personally, in my management affairs, I emphasize accepting plans that include the role of the people, and it is not enough for me to simply have a plan that is a model of successful foreign models. Philanthropists are the ones who lead the way in fulfilling the role of the people and making the country's affairs prosperous. We need a system in the field of philanthropists, which of course does not mean governmentization or creating more bureaucracy to add another barrier to other barriers, but the field of philanthropists needs systemization and non-governmental organization."

Referring to the Seventh Progress Plan's attention to jihadi groups and philanthropists, the Speaker said: Government agencies should not interfere in the work of popular groups, and the limits of interventions should be clear. In the parliament, we tried to identify the harms that existed in the field of charities and jihadi groups and to eliminate them within the framework of the provisions of the Seventh Plan so that ultimately those who seek to do good in society are appreciated and their work is not hindered. We are ready to identify legal problems, eliminate existing legal loopholes, and facilitate the work of charities.
