According to Ashura News, quoted by Mehr News Agency, Fatemeh Mohajerani, government spokesperson, stated in a special news talk program: According to the promise that the government has always made, it will not take any special action without conducting expert work and informing the people. This issue also includes increasing fuel prices, and the government is not seeking to increase fuel prices, but the main goal is to manage fuel consumption, which is a very important issue.
Mohajerani continued that given the heavy subsidies paid by the government, these subsidies should be distributed in a way that reaches people who are less financially capable, and currently this issue has not been properly implemented.
He also noted that various plans have been reviewed in this regard, but none have reached a final conclusion yet.
The government formed a working group to implement the slogan of the year
The government spokesperson responded to the implementation of the slogan of the year and the question of what security do you have in mind for investors? He stated: After its establishment, the 14th government included 5 major programs in its work program by order of the president, one of which is the issue of investment and the other is the issue of controlling inflation.
Mohajerani also said: "Promoting projects, livelihoods, along with the issue of investment, are among the priorities of the 14th government, and the reality is that until we properly understand the components and ecosystem of the business, we cannot realize the slogans related to improving the business environment."
The government spokesman added: "The slogan of the year is intended to create alignment between all pillars of governance. Unfortunately, business indicators in our country are not very defensible."
Recalling that the government formed a working group headed by the First Deputy Leader an hour after the Supreme Leader named the slogan of the year, Mohajerani said: "This working group was formed in order for us to properly understand the ecosystem of the business." Some of the members of the working group are members of the government's economic team.
Negative and positive investment policies to be reviewed by government working group
The government spokesman announced the preparation of guidelines appropriate to the government's slogan working group in the near future, adding: The guidelines of this working group will be prepared in the government. Various economic ministries are members of this working group. These guidelines will be implemented as the government's executive program in the ministries.
Mohajerani continued: Corridors and a sea-based economy are among the priorities on the government's table. A meeting will be held on Saturday in this regard with the presence of the First Vice President, and the priorities for realizing the slogan of the year will be determined, and we hope that these priorities will be approved by the government on Sunday.
He referred to the government's negative and positive policies, adding: Sometimes negative policies do not work properly, and positive policies cannot do their job properly, so a combination of negative and positive policies has been reviewed by the government's slogan working group.
The government spokesman referred to the slogan of the year as a thread of prayer and said: It is the same in the world, and of course the government had prioritized investment, but considering the naming of the slogan of the year, it will pursue this issue more seriously.
Focus on reducing the attractiveness of unproductive activities and properly prioritizing projects
Referring to the Seventh Development Plan, the government spokesman emphasized: The government is obliged to formulate a plan to reduce the attractiveness of unproductive activities. About six months have passed since the deadline for this plan, but this delay does not mean that the implementation process is slow. Experience has shown that hasty and unreasoned decision-making can lead to errors. Since the appointment of ministers in early September, important measures have been taken in various fields, including the development of the sea-based economy, the expansion of the northern and southern corridors, and the strengthening of border trade with neighbors, all of which are in line with the goals of the Seventh Plan.
Mohajerani continued: One of the important issues in this direction is proper prioritization. If we cannot prioritize projects based on existing advantages, we will be faced with a mass of half-baked activities. Management means achieving unlimited goals with limited resources, and this resource limitation is not unique to Iran, but exists all over the world. Therefore, the government's focus is on completing important projects by properly allocating financial, human, and time resources.
He also referred to the formation of specialized working groups in order to realize the slogan of the year, and expressed hope that he would be able to share more details of the government's approvals and the progress made in this regard with the people in future meetings.
Regarding the 8 percent economic growth financing plan prepared by the Ministry of Economy, the government spokesman said: "This plan has not yet been finalized, but an important part of it is related to developing trade with neighbors and attracting capital from various sources. These sources include domestic micro-capital, industrial capital, investment by Iranians abroad, and the participation of companies active in other countries."
He emphasized: "In order to attract capital, it is necessary to provide infrastructure such as recognizing property rights. Also, with the formation of new working groups, the private sector and cooperatives have gained a seat that can lead to defensible and implementable results. The government is determined to take the slogan of the year from a slogan to practical results."
We must try to recognize the private sector
The government spokesman also stated regarding the research on the slogan of the year in previous years: “Inside the government and other agencies and think tanks, they have studied and worked on the purity of the slogan of the year. The slogan of the year has been tied to the economy for years. We must pay attention to certain things that we should not do with a pathological perspective.”
Regarding the security of private sector investment, Mohajerani stated: “Sometimes there is a gap between words and behavior, and the private sector must know what the role it is supposed to play is and how it is protected from fraud. We must learn from the past, and the past is the guiding light for the future. We must try to recognize the private sector.”
He also said: “There are laws to prevent the government from being contaminated by financial activities. It is the same all over the world. When presidents go on foreign trips, they take the private sector with them so that they can follow what is needed. Good governance has laws that require transparency and stability of action.”
Facilitating licensing is a priority
Mohajerani, referring to the importance of facilitating licensing to improve the business environment, said: This process began with the previous government and continues under Dr. Pezhakian’s government. Despite the Supreme Leader’s emphasis at the beginning of the year and the legal requirement to connect all agencies to the national licensing portal, some agencies have still not fulfilled this obligation.
The government spokesman also added: Part of this resistance is due to concerns about the loss of authority of the agencies, because some believe that by transferring this authority, their philosophy of existence will be questioned. But this is not the only reason, another part of the problem is due to the lack of integration of infrastructure and inconsistency of information systems. There are still problems in connecting information systems at some points.
He expressed hope that with the continuous efforts of the Ministry of Communications and Information Technology, the issue of a single window for services and licenses will soon reach an acceptable result and is on the government’s serious agenda.
14 mega projects to reduce electricity imbalance
The government spokesman said regarding the government's attention to clean energy to compensate for energy imbalances: The issue of clean energy is on the government's agenda, and solar energy has received the most attention among new energies. The government plans to put 30,000 megawatts of solar energy into production by the end of its 4-year term.
Mohajerani said: For the summer, the government has reached a certainty regarding 5,000 megawatts of solar energy. The government also has major repairs of power plants on its agenda so that the power plants have better efficiency in the summer.
He added: The issue of energy consumption management is on the government's agenda and emphasizes this issue. Also, preventing energy losses in the transmission path is on the agenda of the Ministry of Energy. The Ministry of Energy has defined 14 mega projects in order to reduce energy imbalances.
The government spokesman announced the launch of solar farms and said: Investments in these farms are on the government's agenda. The private sector has taken up the issue with the president in this regard and is on the way to purchasing solar panels and transporting them. We are also planning to use public centers such as schools, barracks, hospitals, and parking lots for solar panels. Also, homes that are interested in participating in this project can participate.
