The Security Council should require the Israeli regime to completely withdraw from Syrian territory.

According to Ashura News, quoted by Mehr News Agency, the Ambassador and Permanent Representative of the Islamic Republic of Iran to the United Nations, at the United Nations Security Council meeting on the “Situation in the Middle East: (Syria)” regarding the current situation in Syria, raised the following points:

1. The Islamic Republic of Iran strongly condemns the widespread violence against the people in Latakia and Tartus since March 6, which has resulted in the mass killing of civilians. The interim authorities must take decisive measures to end all forms of violence, protect civilians, and ensure unhindered access to humanitarian aid. The rights of all communities must be respected and guaranteed, and any attempt to forcibly displace minorities, especially Alawites and Shiites, must be immediately stopped. We welcome the presidential statement of the Security Council dated March 14, which strongly condemned this massacre and called for a prompt, credible, transparent, independent, and comprehensive investigation. The interim authorities must ensure full accountability and bring the perpetrators of these crimes to justice immediately.

2. We emphasize the need to combat terrorism in Syria and the serious threat posed by foreign terrorist fighters who pose a threat to regional and global security. This transnational threat requires coordinated and collective action. The Islamic Republic of Iran reiterates the Security Council’s call on the interim authorities to take decisive measures and adhere to their counter-terrorism commitments. Foreign terrorist fighters must be returned to their countries, prosecuted, and prevented from further destabilizing the region. The Islamic Republic of Iran remains committed to combating terrorism and is ready to cooperate with legitimate international partners to address this challenge.

3. We express our deep concern over the repeated violations by the Zionist regime against the sovereignty and territorial integrity of Syria. Recent Israeli airstrikes, including on the city of Daraa, have resulted in civilian casualties and increased regional tensions. These violations constitute a gross violation of international law and are contributing to the escalation of instability in the region. Furthermore, the continued occupation of the Golan Heights by the Israeli regime is a fundamental obstacle to peace and security. Security Council Resolution 497 clearly states that the application of Israeli law in the occupied Golan Heights is “contrary to international law.” We call on the Security Council to take decisive action to end these violations and to require the Israeli regime to withdraw completely from all occupied Syrian territory.

4. Syria faces serious humanitarian and economic challenges that require urgent reconstruction and the restoration of essential services. However, US and EU sanctions continue to hinder the recovery and reconstruction of Syria, hitting the most vulnerable hardest. We welcome the recent decision by the European Union to suspend sanctions on Syria’s transport, energy and banking sectors, but this is not enough. All illegal measures must be completely lifted to facilitate the reconstruction of Syria and ensure the safe return of refugees.

5. The future of Syria must be determined solely by the people of the country, without any external interference or imposition. Iran supports the establishment of an inclusive government through free elections and a comprehensive national dialogue that ensures fair representation of all Syrian communities. In order to achieve national unity, an interim constitution should also be put to a public referendum. The constitution should be a factor in strengthening national unity, not a means of exacerbating ethnic or religious divisions. Iran emphasizes the need for a Syrian-centered and Syrian-owned political process, facilitated by the United Nations and based on the principles of Security Council Resolution 2254, which has outlined a clear roadmap for the formation of a non-ethnic and inclusive government through free and fair elections and an inclusive national dialogue. Iran supports the efforts of the Special Representative of the Secretary-General and believes that the United Nations should play a central role in this process.

6. We welcome Syria’s return to the Organization of Islamic Cooperation after 13 years of suspension. This development paves the way for Syria to regain its role as an effective member of this prestigious institution. The Islamic Republic of Iran remains committed to supporting Syria’s sovereignty and territorial integrity and will play a constructive role in achieving lasting peace and stability in Syria and the region.

7. Finally, the Islamic Republic of Iran firmly rejects the baseless accusations made by the US representative. These accusations have once again been made to distort the facts and mislead the international community. For years, the US has been openly violating Syria’s sovereignty and territorial integrity, strengthening terrorist groups, and pursuing its geopolitical goals by supporting the Israeli occupation under the guise of fighting terrorism. It should not be forgotten that the severe humanitarian crisis and current economic difficulties in Syria are a direct result of the illegal US sanctions and the systematic violation of the fundamental rights of the Syrian people. These are undeniable facts that the US representative cannot erase by deceiving, distorting, or making baseless accusations against Iran. The Islamic Republic of Iran seeks to achieve lasting stability and security in Syria and does not participate in any destabilizing actions in Syria or the region.
