Referring to the Supreme Leader's designation of 1404 as the year of "Investment for Production," the First Vice President listed investment and production as the country's two main strategies over the past decades and emphasized: "This year's slogan is an operational strategy and the centerpiece of the 14th government's plans and actions."
According to Ashura News, citing ISNA, Mohammad Reza Aref, in the first meeting of the special working group to follow up on the implementation of the slogan of 1404 this afternoon (Saturday), thanked the Supreme Leader for naming the new year with the two important categories of investment and production, and emphasized: "The implementation of the slogan of the year has always been the concern of the officials, so that it can be pursued by taking measures and avoiding slogan clashes as the best strategy and the centerpiece of the government's programs throughout the year."
The First Vice President also referred to holding regular meetings in the early days of the year and after the naming of the current year to form a special working group to follow up on the implementation of the slogan of 1404, and said: "The decisions and approvals of the first meeting of the special working group to follow up on the implementation of the slogan of 1404 will be reviewed and finalized in the cabinet meeting, and following up on the approvals of this working group is very important and necessary."
He stated that the philosophy of designing the slogan of the year was a warning about which sectors the country's main problem is, and emphasized: The implementation and realization of the slogan of the year is within the framework of the country's laws, regulations, and strategy. Of course, the Supreme Leader's design of the slogan at the beginning of each year shows that the country's conditions are calm and have been planned for the best.
Emphasizing that the country's conditions are calm in terms of political and security issues, as well as in the field of foreign policy, the First Vice President said: Various sectors of the 14th government should give hope to society with their actions this year and take steps to solve people's problems.
Aref, regarding the package developed by the special working group to follow up on the realization of the slogan of 1404, focused on the people and the private sector, stated: During the one-week period since the formation of this working group, good resolutions have been developed to improve the business and production environment, as well as increase and secure investment.
He noted: The three branches of government and all government and non-government departments and agencies should play a role in realizing the slogan of the year, and in cooperation with each other, licenses should be issued or necessary laws should be formulated.
The First Vice President listed the most important requirements and measures of this working group as promoting productivity and capacity building of Iranians' investment abroad, paying attention to the role of free and special economic zones in attracting capital, holding meetings with economic theorists and entrepreneurs, revising the parent laws if necessary, and following up and monitoring the approvals of the special working group for realizing the slogan of the year.
Aref noted: Removing barriers to production and eliminating cumbersome laws for public and private sector investment are priorities for this working group's software actions. Of course, the lack of trust of the public in some policies implemented in the past, when government decisions were easily changed, is a reality that prevents the entry of public capital into the field of production, and formulating policies and measures with solid and reassuring mechanisms for the public and domestic and foreign investors should be the basis for this working group's performance.
The First Vice President, referring to the formulation of the Seventh Progress Plan in the government and the Expediency Discernment Council, stated: Providing financial resources for the implementation and operationalization of the goals of the Seventh Progress Plan was one of the concerns, whether we can achieve these goals and indicators of the Seventh Plan, including 8 percent economic growth, with the current and available resources? Ultimately, the implementation of this development program has begun in the 14th government, and the necessary principles will be implemented during the implementation with the cooperation of the Islamic Consultative Assembly.
Regarding the importance of production, he added: Attention to production has been pursued in all of the country's progress programs, and laws have always been formulated and approved in this direction so that we can achieve production indicators that are worthy of the people and the country's economy.
Referring to the good market as well as the common civilization, history, and ethnic and cultural relations of the countries of the region, the First Vice President stated: We must make good use of the market and investor capacities of the countries of the region, given the membership of the Islamic Republic of Iran as Iran's membership in important regional and international treaties.
Arif also expressed hope that, given the coincidence of this year and the holy month of Ramadan and Laylat al-Qadr, the government's actions will move forward in a way that the government can be accountable to the people and that the priority and strategy of paying attention to and providing for the livelihood of the people in the government will continue.
At the beginning of his speech, the First Vice President, appreciating the follow-ups, efforts, and good and positive actions of ministers and government managers in the areas of budget performance, allocation of funds in key and development sectors, and payment of government debts and obligations last year, continued: "The concerns of overpricing and excessive price increases will disappear and the vulnerable and deprived segments of society will be harmed, and in this way, the regulatory institutions and decision-making sectors have contributed significantly to the peace of the market."
