According to Ashura News, citing IRNA, Masoud Pezzekian stated today, Thursday, March 16, 1403, in a gathering of “technologists and knowledge-based elites of East Tehran Province” at the Pardis Science and Technology Park: “In developing countries and underdeveloped countries, the problem is not the lack of solutions, because hundreds of solutions can be extracted from the world’s experiences. There is no problem for which there is no solution, but rather the problem is the lack or absence of those who have the knowledge, skills, and motivation to implement the problem.”

Referring to the unique measures taken at the Pardis Science and Technology Park, the President raised the question of why we have not been able to find solutions to problems throughout the country. He added: “The reality is that there are hundreds of solutions to solve the problem.”

He said: The administrative and management structure in the country is frozen and the idea of changing behavior and work has disappeared from minds. Of course, the upper management is also to blame because we have limited the authorities and the managers and experts in the region do not have the authority to make decisions and make decisions to solve problems. A template has been created and we have forced everyone to follow it, and whoever wants to do something, we also say that the laws and regulations do not allow this. This is the basic problem in the country's management structure that we are trying to solve.

Granting more authorities to governors is being summarized

pezeshkian continued: We are examining the problems in the governorates to summarize and grant the necessary authorities so that they can work. We must be careful that the work should not get worse after granting the authority, because if there is no capability, the work will get worse. We will give authorities, but the work is not going to get worse, but it must be improved.

He stated: While the world's universities are fourth and fifth generation and there is no longer a single-discipline and one-dimensional university, the forces and talents of our country are facing problems due to the lack of a suitable platform.

The President said: When I was the president of the university, I believed that we should be given the authority to work, but later I realized that giving authority does not mean that we can do whatever we want, while the authority must be proportionate to the work method, if we are not told what to do, we may act and behave contrary to policies.

Pezshkian added: It must be clear who is responsible, how they should act and how they should be accountable; this process is not clear in our country, which is why governors, officials and ministers each act in the same way; we are constantly building and destroying because we do not have a roadmap. We have been changing managers in the country for 47 years, instead of solving the problem, we think that the problem will be solved by changing people.

Emphasizing that we have hope in the elite, the President continued: "We must utilize universities and students for urban and social development. The minds of students have not yet been frozen and molded, and therefore they can easily seek solutions. We must seek their help to solve problems."

Past patterns do not solve problems

He emphasized: Sometimes when we delegate work to specialized units, they act according to previous templates, but we must know that the work cannot be done with the previous ways and methods. If it was supposed to be done, it would have been done by now. Past ways and patterns are not a way to get us out of the current situation.

Emphasizing that foresight is very important, the President said: "We will kiss the hand of anyone who can help us solve the problem of imbalance."

Pezizkian stated: "The campus area has been developed; we have also allowed development and we support continued development, but have we thought about how we will provide water to the area? The balance between resources and consumption is a completely scientific debate, and if we disrupt this balance, we will encounter problems."

He said: "In the fourth and fifth generation of universities, the debate is about what science and technology we should use to properly use the earth's resources and prevent their destruction."

Advice to the elites for a broad vision and a forward-looking outlook

Emphasizing that with the help of the Scientific Vice-Minister, we are pursuing solutions to the issues and problems of knowledge-based institutions, the President addressed the elites and said: You are helping the country and the kingdom, you stayed to solve the country's problems, and we also have a duty to provide you with a platform to serve the people and your country, but you must have a forward-looking and deep vision.

Pezzekian added: There is potential for further development in the Makran and Persian Gulf regions because the economy and trade are easier by the sea. For development, we must think about water, electricity, gas, and the facilities and conditions for development. Think about opening a branch by the Persian Gulf and developing there because trade, exports, and imports are easier from there.

Emphasizing that senior managers must change their perspective, he emphasized: We must implement a system in which no Iranian in any part of the country faces problems receiving health services, and you, the elites, must define a structure for this issue and be sure that the government will also support you.

Today, "Masoud Pezzekian" traveled to Pardis, Firouzkouh, and Damavand counties in eastern Tehran province for a one-day trip with a group of government members.

Meetings with technologists and knowledge-based elites, meetings with agricultural and livestock activists in eastern Tehran province, and meetings with regional managers are among the President's plans for this one-day trip.

It is worth noting that on Thursday, March 25, Dr. Pezzekian also visited Islamshahr, Baharestan, and Robat Karim as part of the second round of his fifth provincial trip to the counties of Tehran province; he also visited Shahriar, Qods, and Mallard counties on Thursday, March 26, as part of the first round of this trip.
